On a litter-speckled vacant lot off Beatties Ford Road, Willie Monteith Jr. peers into the back of the abandoned truck trailer where he shivered through some of last winter’s coldest nights.

His stuff is still there, almost as if awaiting his return. Scraps of old clothes, wrappers from burgers he’d begged from McDonald’s, empty King Cobra malt liquor bottles, his windshield-cleaning supplies.

It’s not the ending that crusading lawyers saw for him three decades ago when they made the Charlotte foster child lead plaintiff in a class-action lawsuit seeking help for thousands of youngsters whose violent outbursts and severe emotional problems left them unwanted and seemingly untreatable.
