The Republican-controlled General Assembly, engaged in a nasty piece of business, hacked $350 million from the state’s Medicaid program. But as if to avoid putting fingerprints on their butcher knife, they left it up to officials in the administration of Democratic Gov. Beverly Perdue to figure out which health care services for the poor and disabled actually would have to go.
