ASHEVILLE — North Carolina’s top health official declared the end of mental health reform on Friday with the rollout of the state’s newest approach to improving behavioral health services.

In a conference call with reporters, Lanier Cansler, N.C. Department of Health and Human Services secretary, outlined the new Critical Access Behavioral Health Agency, or CABHA, that became operational Jan. 1.
