North Carolina’s idea of deinstitutionalizing residents of its mental hospitals has been to put them in adult care homes instead. Now, the state has to either get these people back into the community voluntarily or under federal order.
During a decade of mental health “reform,” the state has released more than 7,500 people from mental hospitals into adult care homes.
