The board of directors of the Alamance Caswell Local Management Entity voted Tuesday to move forward with merger negotiations with PBH, a local management entity that oversees mental health, developmental disabilities and substance abuse services in Cabarrus, Davidson, Rowan, Stanly and Union counties.
