Counties would lose their authority over the groups that oversee behavioral-health services in North Carolina if an association representing such groups gets its way.

The recommendations are among several controversial ideas backed by Piedmont Behavioral Healthcare as cost-cutting and efficiency strategies.

The state has approved nine of the state’s 23 local management entities (LMEs) that oversee behavioral-health providers to operate waiver programs, though only Piedmont is operating as one now.
