More than a decade ago, North Carolina initiated a comprehensive reform of mental health services under the direction of Gov. Mike Easley that intended to replace state-run care facilities with a network of community service providers. The result was disastrous, leading to millions in fraud and waste and, more importantly, leaving thousands of people without adequate care.
