The stakes are clear in a discussion ongoing between federal officials and those in North Carolina on the matter of care for the mentally ill. Last week, the U.S. Department of Justice sent the state Attorney General’s Office a letter saying that the state’s way of allowing many mentally ill people to be housed in adult care centers, when in fact they do best when back in their communities in settings in which they can have more normal interactions with people, will not do.
