U.S. inquiry into mental health system is timely – Charlotte Observer

It may be hard to believe in retrospect, but the state didn’t really set out to botch a much-heralded mental health system reform in 2001. But it flopped miserably, and now the U.S. Department of Justice is demanding answers as the first step in a federal investigation of whether the state is violating the Americans With Disabilities Act in failing to provide adequate care and housing for the mentally ill.
