John Tote, who was named Tuesday as the state’s new mental health director, is leaving behind a financial mess at the advocacy group he helped lead for the past 24 years.

The Mental Health Association of North Carolina, where Tote served as the director of community programs, faces liens on nearly $1.5 million in unpaid taxes, according to records on file at the N.C. Secretary of State’s Office.
