SBI: Dismiss disabled man’s suit – NewsObserver.com

CHARLOTTE — Lawyers for North Carolina’s attorney general argued Friday that the state shouldn’t be liable for the plight of a mentally disabled man kept in a mental hospital for 14 years, even if an SBI agent “elaborated” a supposed confession from the man.

Thomas Ziko, deputy attorney general, said the agent still had a right to arrest the man, Floyd Brown, and is not responsible for the confinement that followed.
