D to the dismal disarray of North Carolina’s mental health system nearly 10 years after so-called reform. The only good news here is that the U.S. Justice Department has opened a formal investigation following a complaint filed in July by Disability Rights North Carolina, which argues the state is violating the Americans With Disabilities Act by not providing proper housing for people with mental illness.
