Letter: North Carolina is one of only two states that send all 16- and 17-year-olds accused of a crime to the adult criminal justice system, regardless of the nature or severity of their crime. It is time to change this law and keep the 94 percent of youth accused of nonviolent offenses in the juvenile justice system instead. Sixteen- and 17-year-olds are not adults
