Last month, Horizons Group Home in Hamlet, the last private group home in Richmond County, closed it’s doors, sending the six children under its roof back to homes where their troubles started.
The closing came after the state passed new legislation, geared toward saving money, and imposed new restrictions and guidelines for level three and level four group homes for juveniles with mental disability or behavioral problems. Story continues here ➤
