RALEIGH, N.C. — North Carolina’s governor said the state has found $15 million to help the mentally ill, developmentally disabled and substance abusers just hours before advocates for those groups planned a news conference to criticize spending cuts.

Gov. Beverly Perdue said Tuesday that the state Department of Health and Human Services identified $15 million to help community services.
